Iron Dome needed, moreover, it detects from where the launch came…By having e.g. a CAESAR self propelled Howitzer (cheaper than a non propelled M777!), accuracy being sub-metric with standard shells, you can immediately return fire up to 50 km just after the launch. A BM-21 Grad being of lesser range, the BM-21 will fire once but not twice… There are also GLONASS guided shells for Russian 152mm Model 1952 Howitzers but these are pretty expensive, same for US 155mm GPS guided ones.
