Middle East countries have displayed interest in Russia’s latest Pantsyr-ME shipborne air defense missile/gun system, Director for International Cooperation and Regional Policy at the state hi-tech corporation Rostec Viktor Kladov told TASS on Monday.

“We see great interest in this weapon from Middle East countries and not only from them. We are confident that the Pantsyr-ME as the Pantsyr-S1 version adapted for sea holds very big market prospects but today it is early to speak about any specific agreements as the system was demonstrated just several days ago,” the Rostec official said.

The Pantsyr-ME was for the first time demonstrated abroad at the IDEX-2019 international defense show in Abu Dhabi. The High Precision Systems Company (part of Rostec) earlier told TASS that the Pantsyr-ME could be mounted on all types of warships: from a missile boat displacing 500 tonnes of water to an aircraft carrier.

The Pantsyr-ME is capable of striking air targets flying at a speed of up to 1,000 m/s. The shipborne version can hit most modern combat aircraft at a slant range of up to 20km by its missiles and at a distance of up to 4 km by its artillery guns.

Pantsyr-ME is a mix between Pantsir-S2 and Kashtan, number of missiles is reduced from 12 to 8 (but there is an automated reloading system) and the two 2,500 RPM cannons are replacd by two 30mm Gatlings at 5,000 RPM each, with the advantage to be able to be loaded with the Hermes-K designed to attack small ships, coastal defences, tanks, etc.

It can engage 4 aerial targets at once and under-deck magazine has 32 missiles.
wouldn’t be too confident about intercepting aircraft : the missiles are guided from the battery, so are subject to easy jamming. Better upgrade to the Pantsir SM standard, so doubling range of missiles against aerial targets to 40km.

I’m not very confident at Pantsir intercepting incoming missiles with its owns : we’ve recently seen how it was ineffective against Israeli ones and these all were subsonic, thus it’s clear that the double GSh-6-30K create a serious wall of metal, I prefer it to most of western CIWS (Goal-Keeper, Phalanx) but…

The automated turret NBS MANTIS uses the Oerlikon 35mm Millenium-Gun. 1000RPM only but with timed separation into 152 aerodynamic tungsten submunitions, autoprogramming being to separate before entering interception area. Range is longer than 30mm Russian shells and the separation means 152,000 effective RPM.

I’d personally prefer using the NBS MANTIS CIWS/C-RAM gun, mixed with an improved Sadral ManPADS turret (tripling the number of missiles+auto-reload) and an Iron Dome battery with its 4 launchers.

The good side with Pantsir-ME or even Kashtan is having an all-in-one do-it-all solution, but the gun system isn’t the best around and the missiles have proved being ineffective against Israeli missiles or aircraft and only 4 can be guided at once.

You have Navy-Guns like the widely spread OTO MELARA 76/62 Super-Rapid having guided shells with 40km range and also anti-aircraft ones with 8-9km range.

And naval-conversion for MLRS artillery-rockets systems like LYNX, HiMARS with multiple types of rockets including some with 150 or 300km range.

All these may not be all-in-one offers, but “western” systems are “plug’n’fight” with data-fusion, so you stack everything you want at will. It’s why they may be more expensive but also more effective.

In the case of the Kuznetsov-class aircraft carrier, Pantsir-M will replace 8 Kashtan-M and are completed by 6x AK-630 turrets. With the loss of its dry-dock, it’s not even sure id she will be re-activated.

It might be even preferable for Russia to use the Mistral-ships tech-transfers and build brand new aircraft carriers, Naval-Group proposed the 65,000t CATOBAR DEAC to France for €2.3bln, this is the same as a Brit one with single island and catapults.

Refurbishing the smaller 273m long Amiral Gorchkov into INS Vikramaditya ended as expensive as building a brand new more advanced DEAC while the Kuznetsov is well known for its flaws and Type 001A, the Chinese copy of Varya/Liaoning costs $4.5bln

Since the tech transfer from Naval-Group allows to build something similar to DEAC which allows 55-60 aircraft when Type 001A only allows 40… Project 23000E Shtorm is estimated at $5.5bln/ship

for 90 aircraft. Since there is no more 300m+ dry dock, it’d definitively more clever to go for two 280m ships at $2.6bln/unit and not ending stranded.
